West Altadena

The County of Los Angeles (County) and the Los Angeles County Development Authority (LACDA), collectively known as the “Public Agencies,” own, maintain, and operate a series of non-contiguous properties along the 2200 – 2300 blocks of Lincoln Avenue and on adjacent Archwood Place in the unincorporated area of Altadena. The Public Agencies consider these parcels to be ideally situated for a mixed-use project and joint development opportunity.

On January 29, 2019, the LACDA issued a Request for Statement of Qualifications (RFSQ) which enabled the LACDA to select qualified developers and invite them to submit to LACDA’s solicitation for a Request for Proposals (RFP). Two firms, The Olson Company and Innovative Housing Opportunities, were selected from the RFSQ respondents.

As part of the developer procurement process and before issuing the RFP, residents of Altadena were invited to two community meetings held on July 13, 2019 to provide feedback regarding the development of the properties, which will better inform the developers of the community’s needs and/or interests.
