Final 2011 Analysis of Impediments to Fair Housing Choice Study
and 2013-2018 Fair Housing Strategy
The Los Angeles County Development Authority (LACDA) administers the Community Development Block Grant, HOME Investment Partnerships (HOME), and Emergency Solutions Grant Programs (formally known, and referred to as, Emergency Shelter Grant (ESG) in this planning document) for the County of Los Angeles (County). As a condition of funding for these programs, the County must submit to the U.S. Department of Housing and Urban Development, a Five-Year Consolidated Plan, including an Analysis of Impediments (AI) to Fair Housing Choice. The AI focuses on impediments that may affect fair housing choice in the Los Angeles Urban County based on race, color, ancestry, national origin, religion, sex, disability, familial status, marital status, age, source of income, sexual orientation, or any arbitrary factor. The Los Angeles Urban County geographic area encompasses 49 participating cities, and the entire County’s unincorporated areas. The LACDA has prepared the Fair Housing Strategy which is incorporated into the AI and into the County’s 2013-2018 Consolidated Plan.
